Notice on Carrying out the Application and Recommendation of Provincial Demonstration gig Market

1、 Recommended applicants

The recommended target range for the provincial demonstration gig market application is markets that have been in operation for more than 3 months and provide public welfare gig services. Public welfare gig services refer to non-profit gig services provided by public employment service agencies, human resources service agencies, and other entities through offline and online carriers, to elderly and disadvantaged gig workers, including part-time, temporary, and phased employment information registration and release services, training policies, and training project recommendation services, as well as employment assistance provided to elderly and disadvantaged gig workers with long waiting times, low-income families, and disabilities.

2、 Recommended standards for application

The recommended standards for applying for the provincial demonstration gig market include 6 major projects, 24 detailed rules, and a total score of 100 points (see Annex 1 for details), including service venues (22 points), service facilities (12 points), service functions (24 points), online services (15 points), service effectiveness (22 points), and work highlights (5 points). For mountainous and island counties, the requirements for venue, online data release, and service effectiveness standards can be appropriately relaxed. For those who engage in fraudulent activities, illegal activities, employment discrimination, and other behaviors that violate employment fairness, they are not allowed to apply for recommendation as provincial demonstration gig markets.

3、 Recommended procedures for application

（1） Declaration. The human resources and social security departments of each city shall refer to the recommended standards for application, adhere to the principle of seeking truth from facts and selecting the best among the best, and recommend the best in the gig market that meets the requirements. Before October 31, 2023, they shall submit the "Zhejiang Provincial Demonstration gig Market Application Recommendation Form" (Attachment 2) and relevant supporting materials such as rating information to the Provincial Department of Human Resources and Social Security.

（2） Review. The Provincial Department of Human Resources and Social Security will determine the list of candidates for the provincial demonstration gig market based on the application materials and on-site evaluation.

（3） Publicity. Publicize the proposed provincial demonstration gig market on the portal website of the Provincial Department of Human Resources and Social Security.

（4） Confirm. If there is no objection after public announcement, the Provincial Department of Human Resources and Social Security shall issue a document to confirm and award the plaque of "Zhejiang Provincial Demonstration gig market".

4、 Job requirements

（1） Each region should attach great importance to the application and recommendation work of provincial-level demonstration gig markets, regard the application and recommendation work as an important means to promote the standardization and standardization of gig market construction services, improve the quality and efficiency of gig market services, clarify the responsibilities of dedicated personnel, refine work procedures, implement work responsibilities, and ensure that the application and recommendation work is carried out fairly and orderly.

（2） For markets confirmed as provincial-level demonstration gig markets, a one-time provincial-level subsidy of 300000 yuan will be given to each company. Various regions should establish dynamic adjustment mechanisms, strengthen management guidance for provincial-level demonstration gig markets, conduct regular reviews, and promptly delist markets that do not meet requirements.
